Page 3 - Change Chairperson Max to Chairperson McDilda. <br /> <br />Page 2 - "Open Space" is a sub-bullet to the Comprehensive Plan Update, as well <br />as "Other Issues As Necessary." <br /> <br />Motion carried. Voting Yes: Chairperson McDilda, Committee Members Olds, Sitz, Bauer and <br />Max. Abstain: Committee Member Connolly. Voting No: None. Absent: None. <br /> <br />A discussion ensued regarding forwarding the 2005 Environmental Policy Board Work Plan <br />drafted at the January 10, 2005 meeting to the City Council. <br /> <br />Consensus was that the February 14, 2005 agenda should include "Report on Discussion of Tree <br />Preservation Ordinances at MnSTAC Conference. <br /> <br />TASK FORCE BUSINESS <br /> <br />Case #1: <br /> <br />Review Draft Wetland Buffer Ordinance with Hoisington Koegler Group <br />and Peterson Environmental <br /> <br />Loren Gordon of Hoisington Koegler and Ron Peterson and Jim Arndt of Peterson <br />Environmental were present to submit a draft wetland buffer ordinance for review and <br />comment. Mr. Gordon distributed a memo From Ron Peterson and Jim Arndt dated January 24, <br />2005 regarding wetland buffer topics for discussion. <br /> <br />A discussion of the draft ordinance ensued. Consensus was that early on in the development <br />approval process, it has to be decided where buffers will be and how wide and the determination <br />will have to be site specific. <br /> <br />Consensus is that a section on definitions will be necessary. <br /> <br />Committee Member Sitz referred to Subd. 3 on page 1 of the draft and questioned whether 'no <br />net loss' should stand by itself. She also referred to Subd. 6 on page 2 and questioned whether or <br />not there are better terms to use than 'reasonable' and 'unreasonable'. Ron Peterson suggested <br />that the entire sentence in Subd. 6 be eliminated. <br /> <br />There was a discussion of the sequencing process for wetland exemptions to facilitate utility <br />installation and maintenance. Councilmember Strommen offered to obtain the State exemption <br />standards and provide copies at the next meeting. <br /> <br />Ms. Strommen stated that she feels the onerous to maintain a buffer has to be the responsibility <br />of the homeowner and an enforcement section is needed in this ordinance. Ms. Frolik was <br />directed to provide the Task Force with sample enforcement language from the zoning and <br />subdivision chapter of City Code. <br /> <br />The process for voluntary conservation easements addressed in Subd. 6 of 9.26.05 needs to be <br />laid out more clearly. <br /> <br />EPTF January 24, 2005 <br />Page 2 of 3 <br /> <br /> <br />
