TASK FORCE BUSINESS <br /> <br />Case #1: Review Draft Wetland Buffer Ordinance <br /> <br />Members present proceeded to review the draft wetland buffer ordinance and make the <br />following changes: <br /> <br />9.26.05, Subd. 1 - Second sentence should read "...shall also apply to lots of record to <br />developments..." and the last sentence should be deleted. <br /> <br />9.26.05, Subd. 2 Mr. Bauer was directed to re-write this subdivision. <br /> <br />9.26.05 Subd. 3, Consensus was that a developer should be responsible for the survivability of <br />the buffer for the first two years. However, a new subdivision should be created outlining <br />liability after two years. <br /> <br />9.26.05 Subd. 4, Mr. Olds was directed to define 'trails'. <br /> <br />9.26.05 Subd. 5, Chairperson McDilda volunteered to rewrite this subdivision. <br /> <br />9.26.05 Subd. 7, Consensus of the group was that the min, max, and average buffer widths <br />should be verified with the consultants to ensure that they are appropriate with regard to <br />Ramsey's soil conditions. <br /> <br />9.26.06, Staff directed to re-write Subd. 1 to reflect a standard exemptions paragraph for <br />variances. Subd. 2-5 to be deleted. <br /> <br />9.26.07 In the first sentence, change 'where lot lines' to 'along lot lines'. Also, need to define <br />"monument". <br /> <br />9.26.08 Subd. 2 This should reference the Minnesota Invasive Non-Native Terrestrial Plants. <br /> <br />9.26.08 Subd. 3 The question was raised of whether MN DOT's specs for wetland erosion <br />control should be used. Mr. Max will obtain a copy of those specs for the group to review. <br /> <br />9.26.08 Subd 4 should be deleted. <br /> <br />9.26.09 Amend to read, "Water quality ponds may encroach into required wetland buffer areas, <br />provided it doesn't reduce the buffer's ability to treat water quality and that the amount of <br />buffer width encroached upon does not exceed fifty percent (50%) of the total area required for <br />such ponding." The remainder should be deleted. <br /> <br />The consensus of the group was that they were not yet fully prepared to meet with the <br />consultants at the March 7, 2005 meeting. Staff member Chris Anderson was directed to contact <br />HKGi and reschedule preferably for the first meeting in April (April 4, 2005). <br /> <br />EPTF February 28, 2005 <br /> Page 2 of 3 <br /> <br /> <br />
