Protection and enhancement of vegetation in the buffers during establishment increases <br />their buffering capacity for the wetlands. Biotic baselines are integral to maintaining and <br />evaluating the functional health of the inventoried wetlands. Periodic monitoring and peridodic <br />review of biologic functions can be a means of evaluating success of the technical guidelines <br />and implementation in single wetlands, complexes or stream watersheds. Review of existing <br />data from within the City can help establish baselines and expectations." <br /> <br />9.26.01 - Chairperson McDilda submitted the following rewrite of Subd. 8: <br /> <br /> "Subd. 8. It is the intent of this Chapter to develop a methodology for determining the <br />relative value of the various wetland types within the City. By use of a values and measures <br />system, various buffering scenarios will be defined dependent upon their value as measured (eg. <br />More valued wetlands will have more stringent buffering guidelines)." <br /> <br />9.26.02, Subd. 1.b - Consensus was to delete this text from the ordinance. <br /> <br />9.26.02, Subd. 2.f- Consensus was to replace 'promote' with 'ensure'. <br /> <br />9.26.02 - Chairperson McDilda submitted the following text as the new Subd. 2.h: <br /> <br /> "Subd. 2.h: In accordance with the findings of this Chapter, the City will develop a <br />means of monitoring the inventoried wetlands. Further, it is the intent of this ordinance to put <br />in place a means of baselining the existing wetlands in the City in order to determine if the <br />buffering policies are effective in maintaining wetland quality upon development. This <br />monitoring should include but is not limited to water quality measures, flora analysis and <br />biological surveys." <br /> <br />9.26.03 - Chris Anderson to report back at the March 21 meeting regarding whether or not this <br />section conflicts with any existing regulations in City Code. <br /> <br />9.26.03, Subd. 1.e - For information purposes, Councilmember Sarah Strommen will be <br />emailing the WCA exemption regulations under Minnesota Rules to the EPTF (dba <br />Environmental Policy Board). <br /> <br />9.26.04, Subd. 1 - Chris Anderson stated that the Independent Sewer Treatment System <br />regulations in City Code establish a 75 foot septic system setback from wetland types 3, 4, 5, <br />and 6; type 2 wetlands have a septic system setback of 50 feet. Consensus was that this Section <br />should reference the appropriate sections in City Code relating to development standards around <br />wetlands. <br /> <br />9.26.05, Subd. 1 - Consensus was to approve this section as amended on February 28. <br /> <br />9.26.05, Subd. 2 - Consensus was to approve Mr. Bauer's rewrite of this section as follows: <br />"Subject properties must comply with the wetland buffer ordinance setbacks from all wetlands <br />including those wetlands not located or only partially located on the Subject Property." <br /> <br />EPTF March 7, 2005 <br />Page 3 of 6 <br /> <br /> <br />
