J ; n E,,S <br />www.ae2s.com <br />March 23, 2023 <br />Bruce Westby <br />City Engineer/Public Works Director <br />7550 Sunwood Drive NW <br />Ramsey, MN 55303 <br />Re: Water Treatment Plant — Request for Engineering Amendment <br />Dear Mr. Westby: <br />AE2S is currently under contract to provide construction phase services for the construction of a 10 MGD <br />Water Treatment Plant (WTP) for the City of Ramsey. Our design team began design efforts with Ramsey <br />staff in September 2021. To date AE2S has completed design phase services through bidding and is <br />currently working with the City to complete construction contracts. It is anticipated that construction will <br />start on May 1, 2023, once contracts have been finalized. As we move into the start-up of construction, we <br />would like to request consideration for additional compensation related to the extended construction <br />timeline. The details in this letter are intended to outline this request and provide additional information. <br />Basis for Request: <br />AE2S has been working with the City over the last year and a half to design the City's new 10 MGD WTP. <br />Over this period, it was established that the original 18-month construction period proposed was going to <br />be difficult to accomplish with anticipated supply chain issues, so an extension to a 24-month construction <br />timeline was expected to be needed. After discussions at the pre -bidding meeting with contractors, it was <br />determined that a 28-month construction timeline would be more ideal for a project of this size to allow the <br />contractor sufficient time to install the equipment and complete the project components. To accommodate <br />this request, the bidders were offered a base bid construction timeline of 24 months and a bid alternate for <br />28 months. AE2S has recommended that the City should accept the base bid for a 24-month construction <br />timeline with the low bidder, Magney Construction. With this extended timeline, AE2S has reviewed the <br />project schedule and is requesting additional compensation for the following scope changes. <br />1. Additional Project Time: AE2S originally estimated the project RPR would last approximately 18 <br />months. With a new substantial completion date of May 1, 2025, AE2S believes that 24 months of <br />RPR services should be provided. The extended project timeline was not anticipated, and an <br />additional 6 months of engineering support will be needed. We believe that full-time construction <br />support should be provided through Substantial Completion (May 1, 2025) with part-time support <br />through Final Completion (August 1, 2025). In addition to the on -site support, engineering <br />administrative support will be required by our team to provide technical support, project <br />management, and guidance to the contractor and owner. To maintain the same level oversight into <br />the extended timeline, the following tasks from the original scope will require additional efforts. <br />• Progress meetings (frequent in beginning then moving to monthly during <br />construction) <br />• Contractor and PM Coordination <br />• Pay requests <br />• Construction observation <br />Based on our understanding of the additional efforts to the scope items list above, we feel that <br />$225,100 in additional engineering fees would be appropriate to provide the highest quality <br />engineering services through the entire construction timeline. <br />Advanced Engineering and Environmental Services, Inc. <br />6901 East Fish Lake Road, Suite 184 • Water Tower Place Business Center • Maple Grove, MN 55369 • 763-463-5036 <br />
