"Volatile solvent" means any solvent that is or produces a <br />15.2 flammable gas or vapor that, when present in the air in sufficient quantities, will create <br />15.3 explosive or ignitable mixtures. Volatile solvent includes but is not limited to butane, hexane, <br />15.4 and propane. <br />15.5 Sec. 2. [342.021 OFFICE OF CANNABIS MANAGEMENT. <br />15.6 Subdivision 1. Establishment. The Office of Cannabis Management is created with the <br />15.7 powers and duties established by law. In making rules, establishing policy, and exercising <br />15.8 its regulatory authority over the cannabis industry and hemp consumer industry, the office <br />15.9 must: <br />15.10 (1) promote the public health and welfare; <br />15.11 (2) protect public safety; <br />15.12 (3) eliminate the illicit market for cannabis flower and cannabis products: <br />15.13 (4) meet the market demand for cannabis flower and cannabis products; <br />15.14 (5) promote a craft industry for cannabis flower and cannabis products; and <br />15.15 (6) prioritize growth and recovery in communities that have experienced a <br />15.16 disproportionate, negative impact from cannabis prohibition. <br />15.17 Subd. 2. Powers and duties. The office has the following powers and duties: <br />15.18 (1) to develop, maintain, and enforce an organized system of regulation for the cannabis <br />15.19 industry and hemp consumer industry; <br />15.20 (2) to establish programming, services, and notification to protect, maintain, and improve <br />15.21 the health of citizens; <br />15.22 (3) to prevent unauthorized access to cannabis flower, cannabis products, lower -potency <br />15.23 hemp edibles, and hemp -derived consumer products by individuals under 21 years of age; <br />15.24 (4) to establish and regularly update standards for product testing, packaging, and <br />15.25 labelin ; <br />15.26 (5) to promote economic growth with an emphasis on growth in areas that experienced <br />15.27 a disproportionate, negative impact from cannabis prohibition; <br />15.28 (6) to issue and renew licenses; <br />15.29 (7) to require fingerprints from individuals determined to be subject to fingerprinting, <br />15.30 including the submission of fingerprints to the Federal Bureau of Investigation where <br />Article 1 Sec. 2. 15 <br />
