CC Work Session <br />Meeting Date: 04/ 11 /2023 <br />Information <br />Title: <br />Receive Update on Proposed Solar Project on Closed MPCA Landfill Site <br />2.1. <br />Purpose/Background: <br />The purpose of this case is to provide an update to the City Council on proposed solar project on the MPCA <br />closed landfill site. <br />The City has been involved in this proposed project since 2019. The City hosted a workshop in 2019 to discuss <br />the closed landfill program and the solar initiative "Brightfield" (see attached workshop agenda). In 2020 a <br />feasibility report was completed looking at solar farms on closed landfill sites. Ramsey was identified for high <br />consideration based on the criteria. Legislation was passed in 2021 that provided for the MPCA land to have the <br />outstanding bonds on the site paid which opens up the ability to construct a solar panel array onsite. As of today, <br />there are no approved plans for the layout and magnitude of the project, but it is anticipated to be worked on this <br />year. The city completed a project which ultimately redeveloped closed landfill property south of Sunwood Drive <br />into industrial development. Because of the past success and the progress made by Connexus on the remaining <br />closed landfill property, staff believes there may be an opportunity from these efforts to see additional industrial <br />development. The 2023 Legislative Priorities recognizes this opportunity and identifies that staff will continue <br />efforts to encourage economic development opportunities in that area. Staff has put together a very preliminary <br />map identifying a potential location of the Solar project and some potential industrial land north of Sunwood <br />Drive. <br />Connexus Energy, the local energy provider, is a partner in this proposed project. Brian Burandt, VP Power <br />Supply and Business Development from Connexus Energy, will attend the meeting and provide a project update <br />and answer questions. <br />Timeframe: <br />15-30 minutes <br />Funding Source: <br />TBD.
