1 Public facilities. Public utilities, public transportation facilities, and public recreational facilities.
<br />2 Public recreation facilities. Recreational facilities provided by the state or a local government and
<br />3 dedicated to public use, including parks, scenic overlooks, observation platforms, trails, docks,
<br />4 fishing piers, picnic shelters, water access ramps, and other similar water -oriented public facilities
<br />5 used for recreation.
<br />6 Public river corridor views. Views toward the river from public parkland, historic properties, and public
<br />7 overlooks, as well as views toward bluffs from the ordinary high water level of the opposite shore,
<br />8 as seen during the summer months and documented in the MRCCA plan/chapter of the
<br />9 comprehensive plan.
<br />10 Public transportation facilities. All transportation facilities provided by federal, state, or local government
<br />11 and dedicated to public use, such as roadways, transit facilities, railroads, and bikeways.
<br />12 Public utilities. Electric power facilities, essential services, and transmission services.
<br />13 Public waters. Having the meaning given under Minn. Stats. § 103G.005.
<br />14 Reach means a hydraulic engineering term to describe a longitudinal segment of a stream or river
<br />15 influenced by a natural or manmade obstruction. In an urban area, the segment of a stream or
<br />16 river between two consecutive bridge crossings would most typically constitute a reach.
<br />17 Readily visible. Land and development that are easily seen from the ordinary high water level of the
<br />18 opposite shore during summer months.
<br />19 Recreation field or building means an area of land, water, or any building in which amusement,
<br />20 recreation or athletic sports are provided for public or semi-public use, whether temporary or
<br />21 permanent, except a theater, whether provision is made for the accommodation of an assembly
<br />22 or not. A golf course, arena, baseball park, stadium, circus or gymnasium is a recreation field or
<br />23 building for the purpose of this Code.
<br />24 Recreational vehicle means a vehicle that is built on a single chassis, is 400 square feet or less when
<br />25 measured at the largest horizontal projection, is designed to be self-propelled or permanently
<br />26 towable by a light duty truck, and is designed primarily not for use as a permanent dwelling but as
<br />27 a temporary living quarters for recreational, camping, travel, or seasonal use. For the purposes of
<br />28 subdivision III (floodplain overlay districts), the term recreational vehicle is synonymous with the
<br />29 term 'travel trailer/travel vehicle'.
<br />30 Regional flood means a flood which is representative of large floods known to have occurred generally in
<br />31 Minnesota and reasonably characteristic of what can be expected to occur on an average
<br />32 frequency in the magnitude of the 100-year recurrence interval. The term "regional flood" is
<br />33 synonymous with the term "base flood" used in the Flood Insurance Study.
<br />34 Regulatory flood protection elevation means an elevation no lower than one foot above the elevation of
<br />35 the regional flood plus any increases in flood elevation caused by encroachments on the
<br />36 floodplain that result from designation of a floodway.
<br />37 Religious Institution means a building, together with its accessory buildings and uses, where persons
<br />38 regularly assemble for religious worship and which building, together with its accessory buildings
<br />39 and uses, is maintained and controlled by a religious body organized to sustain public worship.
<br />40 Resource agency. A federal, state, regional, or local agency that engages in environmental, natural, or
<br />41 cultural resource protection or restoration activities, including planning, implementation, and
<br />42 monitoring.
<br />43 Retaining wall. A vertical or nearly vertical structures constructed of mortar and rubble masonry, rock, or
<br />44 stone regardless of size, vertical timber pilings, horizontal timber planks with piling supports, sheet
<br />45 pilings, poured concrete, concrete blocks, or other durable materials.
<br />46 Right-of-way means the area within the limits of a street, alley, pedestrian way, thoroughfare or
<br />47 easement.
