5 Recommended Steps for Initiating Solar <br />Development on the Top Ranked Sites <br />To respond to this element of the scope of work we make the distinction between those sites with GOBs <br />(bond -restricted) and all top ten sites regardless of bond status. We will begin with the bond -restricted <br />sites. <br />Top Five Bond -Restricted Sites <br />As previously stated in Section 4, half of the sites in the CLP have at least one bond -restricted parcel. The <br />top five bond -restricted CLP sites as ranked are: <br />• Flying Cloud <br />• Western Lake Superior Sanitary District <br />• Anoka -Ramsey <br />• Redwood County <br />• Winona County <br />The first step to consider solar development on these five sites (and all bond -restricted sites) is to <br />continue the dialog between the MMB and MPCA to resolve questions around this barrier. Specific <br />considerations are: what the remaining debt is on each of the top five bond -restricted sites, and what the <br />legislative process is for retiring the debt early. <br />Top Ten Sites Regardless of Bond Status <br />The top ten ranked sites are: <br />• Flying Cloud <br />• Western Lake Superior Sanitary District <br />• Olmsted County <br />• Anoka -Ramsey <br />• Redwood County <br />• Winona County <br />• Freeway <br />• Hibbing <br />• Kummer <br />• Maple <br />We identified the following action items to address the barriers identified. We acknowledge state agencies <br />may need additional authority to act on some of these recommendations. <br />Retire GOB obligations early. The Minnesota Legislature could take action to retire GOB obligations <br />early to remove the associated restrictions. This would seem to be a strong incentive for solar develop and <br />22 <br />
