Other governmental open space recreational uses. <br />(H) Enforcement. It is declared unlawful for any person to violate any of the terms and provisions of this <br />subdivision. Violation thereof shall be a misdemeanor. Each day that a violation is permitted to exist <br />shall constitute a separate offense. <br />(1) In the event of a violation or a threatened violation of this subdivision, the city or the <br />commissioner of natural resources, in addition to other remedies may institute appropriate <br />actions or proceedings to prevent, restrain, or abate such violations or threatened violations. <br />(2) Any taxpayer of the city may institute mandamus proceedings in the district court to compel <br />specific performance by the proper official of any duty required by this subdivision. <br />950 Tower Overlay District <br />Tower Overlay District. "he intent of this district is to accommodate the communication needs of residents <br />and business, while protecting the public health, safety, and general welfare of the community. <br />960 Highway 10 Signage Overlay District <br />Highway 10 Signage Overlay District means is a district for purposes of allowing additional signage in a <br />specified area due to limited visibility created by overpasses on Highway 10, described as all <br />^M or- . - "„ business zoned property located within 750 feet of the centerline of Highway 10 between <br />the eastern border of the City of Ramsey and the centerline of Llama Street. Parcels located within the <br />COR Zoning District are excluded from this overlay district, as sign regulations for that district are <br />located in a separate section of the City Code. <br />970 Game Fair Parking Overlay District <br />(he "GF Garr e Fair parking overlay district," is established as shown on the official zoning map <br />accompanying this c;ede chapter. Notwithstanding the provisions of section 117-355 to the contrary, <br />Game Fair parking on residentially zoned property may be permitted in required side and front yards only <br />during the period of the annual "Game Fair" event conducted by Armstrong Kennels. <br />980 Wellhead Protection Overlay District <br />In order to protect the City's drinking water supply, the following additional standards apply to certain <br />uses located within the Wellhead Protection Overlay District. <br />(A) Gas Station, CNG Fuel Sales must have the following: <br />(1) Double walled storage tanks with corrosion protection. <br />(2) Spill protection to catch spills that may occur during delivery of products. <br />(3) Overfill protection including automatic shutoff devices, overfill alarms and ball float valves <br />or approved equal. <br />(4) Leak detection, including interstitial monitoring of the double walled tank. <br />(5) Product release monitoring, including installation of groundwater monitoring wells and <br />monthly monitoring of these wells will be required only after a reportable leak or spill has <br />been detected. <br />(6) Tank tightness testing on an annual basis. <br />(7) Annual reports summarizing monthly monitoring results, monthly inventory control, and <br />tank tightness testing. <br />Page 147 of 147 <br />
