Meeting Date: 04/ 11 /2023 By: Bruce Westby, Engineering/Public Works Information Title: Adopt Resolution #23-074 Approving Joint Powers Agreement for Improvement Project #20-11, Ramsey Gateway Highway 10 Improvements Purpose/Background: Purpose: The purpose of this case is to adopt Resolution #23-074 approving the Joint Powers Agreement for Improvement Project #20-11, Ramsey Gateway Highway 10 Improvements, Anoka County Contract No. C0009284. Background: Anoka County is proposing grade separation improvements on CSAH 56 (Ramsey Blvd) and CSAH 57 (Sunfish Lake Blvd) at the BNSF Railway and U.S. Highway 10 crossings to improve traffic operations and safety on each facility. The proposed improvements were designed and will be constructed in partnership with the City of Ramsey and the Minnesota Department of Transportation. The proposed improvements generally include reconstructing portions of U.S. Highway 10/169, CSAH 56/Ramsey Boulevard, CSAH 57/Sunfish Lake Boulevard, and Riverdale Drive; constructing new frontage roads; constructing sidewalks, trails and pedestrian curb ramps; constructing bridges and roundabouts; reconstructing municipal utilities; constructing a temporary traffic control signal system; establishing turf; and installing striping and signing. Anoka County has prepared the attached Joint Powers Agreement (JPA), Anoka Contract #C0009284, to clearly define the responsibilities of both Anoka County and the City of Ramsey as related to the construction and maintenance of the proposed improvements. Exhibit A of the attached JPA shows the overall scope of the proposed improvements, which is included as a separate attachment. Portions of CSAH 56/Ramsey Boulevard and CSAH 57/Sunfish Lake Boulevard will be closed to thru traffic during construction, and access for local traffic will be maintained during construction through detours and temporary access points. Construction is anticipated to occur between 2023 and 2026, with the vast majority of work occurring in 2024 and 2025. Notification: Notifications are not required for this case. Time Frame/Observations/Alternatives: Observations: Declaration of Restrictive Covenants The JPA requires the County to acquire all necessary right-of-way, easements, and other property rights for the Project. The County is subject to a separate JPA with MnDOT for oversight and approval of the state on all acquisitions of right-of-way. The cost of all necessary right-of-way, easements, and other property rights for the Project shall be covered utilizing awarded project funds. Any City owned property or easements required for the construction will be conveyed to the County at no cost, excluding RALF acquired properties in which RALF funds must be repaid to the Metropolitan Council.
