CC Regular Session 7.1. <br />Meeting Date: 04/ 11 /2023 <br />By: Bruce Westby, Engineering/Public Works <br />Information <br />Title: <br />Adopt Resolution #23-074 Approving Joint Powers Agreement for Improvement Project #20-11, Ramsey <br />Gateway Highway 10 Improvements <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to adopt Resolution #23-074 approving the Joint Powers Agreement for Improvement <br />Project #20-11, Ramsey Gateway Highway 10 Improvements, Anoka County Contract No. C0009284. <br />Background: <br />Anoka County is proposing grade separation improvements on CSAH 56 (Ramsey Blvd) and CSAH 57 (Sunfish <br />Lake Blvd) at the BNSF Railway and U.S. Highway 10 crossings to improve traffic operations and safety on each <br />facility. The proposed improvements were designed and will be constructed in partnership with the City of <br />Ramsey and the Minnesota Department of Transportation. <br />The proposed improvements generally include reconstructing portions of U.S. Highway 10/169, CSAH <br />56/Ramsey Boulevard, CSAH 57/Sunfish Lake Boulevard, and Riverdale Drive; constructing new frontage roads; <br />constructing sidewalks, trails and pedestrian curb ramps; constructing bridges and roundabouts; reconstructing <br />municipal utilities; constructing a temporary traffic control signal system; establishing turf; and installing striping <br />and signing. <br />Anoka County has prepared the attached Joint Powers Agreement (JPA), Anoka Contract #C0009284, to clearly <br />define the responsibilities of both Anoka County and the City of Ramsey as related to the construction and <br />maintenance of the proposed improvements. Exhibit A of the attached JPA shows the overall scope of the <br />proposed improvements, which is included as a separate attachment. <br />Portions of CSAH 56/Ramsey Boulevard and CSAH 57/Sunfish Lake Boulevard will be closed to thru traffic <br />during construction, and access for local traffic will be maintained during construction through detours and <br />temporary access points. <br />Construction is anticipated to occur between 2023 and 2026, with the vast majority of work occurring in 2024 and <br />2025. <br />Notification: <br />Notifications are not required for this case. <br />Time Frame/Observations/Alternatives: <br />Observations: <br />Declaration of Restrictive Covenants <br />The JPA requires the County to acquire all necessary right-of-way, easements, and other property rights for the <br />Project. The County is subject to a separate JPA with MnDOT for oversight and approval of the state on all <br />acquisitions of right-of-way. The cost of all necessary right-of-way, easements, and other property rights for the <br />Project shall be covered utilizing awarded project funds. Any City owned property or easements required for the <br />construction will be conveyed to the County at no cost, excluding RALF acquired properties in which RALF <br />funds must be repaid to the Metropolitan Council.
