Community Development Director Tmdgeon stated they are doing some screening, but that <br />parcel is zoned R-3. <br /> <br />Commissioner Johnson indicated that parcel does not present quite the same issues as the other <br />area. <br /> <br />Chairperson Nixt stated they do a lot of planning on future connectivity to other developmems <br />and he is not seeing that here, and they are not addressing connectivity to existing outlots, or ho~v <br />will deal with a higher density that will create additional traffic issues, and then creating the same <br />situation with the outlots for this development that the neighbors have here because they will see <br />that the rest of the area is zoned R-3 but it is intended to be commercial. He stated those issues <br />have to be addressed, whether as part of this plan or as part of the Comprehensive Plan <br />Amendment for 2008. <br /> <br />Community Development Director Tmdgeon noted that the Park Commission will be reviewing <br />this next week. He stated if the Planning Commission wants to recommend the Park <br />Commission look at moving it, that would be appropriate. <br /> <br />Chairperson Nixt stated that they also have not talked about the pedestrian aspect. He indicated <br />this is part of the TC area and we need to look at sidewalks and trail connections in relation to <br />that. He suggested they break down the issues one at a time and see if they can work through <br />some of them. <br /> <br />Chairperson Nixt complemented the Pulte people on a well-organized package. He suggested <br />they start with the density transition issues in the northwest comer of the proposed development. <br /> <br />Commissioner Bmuer stated that he is frustrated with that comer because the Planning <br />Commission said they did not like the small lots backing up against the small lots and yet that is <br />what was brought back again. He indicated that part of the reasons for a sketch plan review is to <br />address some of those issues ahead of time. He stated when the same thing comes back it seems <br />like a waste of his time. <br /> <br />Ms. Goodroad indicated she could understand that, and they will look at the opportunity and the <br />issue raised with moving the park. She stated that they had thought that with the berm and the <br />landscaping they could achieve the buffer desired, but they obviously need to look at it further. <br /> <br />Commissioner Brauer stated that the concern is the lot sizes. He indicated if you go back through <br />the minutes the concern is that there were substandard lots backing up to lots that are much <br />larger. He stated you can nm a wall through there but you are still circumventing the code with <br />those smaller lots. He indicated he does not have a problem with putting density elsewhere in the <br />plan but it does not seem right to put the smaller lots next to the neighbors. <br /> <br />Commissioner Johnson indicated that the thing they wanted to put in play, and they have to defer <br />to the Park Commission on this a little, is that they are willing to put the park in that area to help <br />with the density transition.
