CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

R~f~SEY PERSONNEL COD~MITTEE

The meeting was called to order at 4:10 P.M. October 14, 1980. Those
present were Lloyd Schnelle, City Administrator Schnelle, Councilmen Arnold
Cox and Gary Reimann and Building Official Berg.

The purpose of the meeting was to inform the Personnel Committee, that due
to the workload and limited staff some of the planning items, which are quite
important inasmuch as they greatly affect the City, are not being accomplished.
These include but are not limited to the following:

1) Site and design plan
2) Comprehensive Plan
3) Critical Rivers Plan
4) Wild and Scenic Rivers Plan
5) Mining Ordinance

The importance of completing these tasks as well as the difficulty were dis-
cussed at length.

Administrator Schnelle explained some of the current problems with Planning
and Zoning and the time element involved. He used some of the items on the
last Planning and Zoning agenda as examples.

Administrator Schnelle further explained to the Personnel Committee that it
may be necessary to curtail some of the current activities. He explained he
felt it was better to do a good job on a few items than a bad job on a lot
of items. Councilman Cox added that it may be necessary to add personnel
to insure every%hing is done right.

The Committee further discussed some of the bureaucracy in the current ordi-
nance i.e., Board of Adjustment since they are the s~me individuals that form
the City Council.

It was the concensus of the Committee that the contents of this meeting be
further discussed at a special meeting which would also have on its agenda
consideration of the City's 1981 Budget.

Respectfully submitted,

Lloyd G. Schnelle
City Administrator/Clerk
