This consideration was based on a report of the Physical Development Committee, Referral Report No. 80-265. This report, which was adopted as presented, is attached. The Council also adopted Resolution No. 80-204 which provides that: THAT the Metropolitan Council finds that there are exceptional circumstances as evidenced by the extension requests and an undue hardship may result if the requests are not granted; and THAT the Metropolitan Council hereby grants the City of Ramsey extension to April 1, 1981, for fulfilling the requirements of the Land Planning Act.; and 3. THAT the Council requires Ramsey to enter into a revised planning assistance grant contract within 30 days of Council action on. this request; and 4. THAT the Council advises the city that it can expedite the external review process by requesting adjacent communities and other affected bodies to review the city's plan in less than the six-month period defined in the Metropolitan Land Planning Act.
