The guidelines are needed because the procedures used by the council and adjacent local units of government to review compre- hensive plans prepared under the Metropolitan Land Planning Act would not be appropriate for plan amendmentS- Concerned communities have also asked the council to develop guidelines to clarify_the review procedures for plan amendments- The~Council prepared draft guidelines and held a public hearing on July 31. After reviewing testimony at the hearing, the council found that substantial changes were needed in the guidelines~ ~ Developing revised guidelines has not been easy; it has involved an effort to balance a number of'important concerns.
