Gamec, Mayor <br />City of Ramsey <br />15153 Nowthen Boulevard <br />Ramsey, Minnesota 55303 <br /> <br />Dear Mayor Gamec: <br /> <br />This letter is in response to your letter of November 13, 1980 regarding <br />the Bilger Warehouse fire of October 9, 1980. <br /> <br />Shortly after the fire, a meeting was held with the Parties involved.to <br />discuss the cleanup needed at the site._ It was the position of the_ <br />Minnesota Department-of Agriculture-[MDA) and the Minnesota Pollution <br />Control Agency [MPCA)-that the, structural steel and metals which did not.~ <br />show any visual contamination by pesticides could be hauled immediately <br />to a scrap processing facility. It was also decided that the concrete <br />which also did not show any visual contamination could be hauled to a <br />permitted landfill. The lumber remaining at the site was to be sampled <br />and if found not to be contaminated was approved for disposal at a <br />permitted landfill. <br /> <br />In addition, several large piles of material [i.e., soil, lumber, structural <br />debris) were-approved-for disposal in a permitted landfill because-these- <br />materials were not directly involved with the pesticides in the fire, the <br />pesticides were-stored in only one area of the building. All other materials <br />were to be sorted;~sampted and secured on site.until the results~of~sample-- <br />analysis was known so that-a decision could be made on]appropriate disposal <br />of that material.. Based on the analysis that was returned, this other <br />material was approved for land application on November 5, 1980, at Land <br />O' Lakes' property at Dawson, Minnesota under the direction of the MDA and <br />MPCA. <br /> <br />On November 7, 1980, the MPCA and MDA found out. that some of the material from <br />the Bilger site had been hauled to an unpermitted demolition site in Minneapolis <br />on or about the week of October 20 and again on November 6. In a subsequent <br />conversation with the demolition crew on the afternoon of November 7, it was <br />also learned that three loads of similar type of material were also hauled <br />to the Anoka County landfill on November 6.
