It is likely that both Houses will be able to resolve any possible differences and approve final legislation authorizing payments for Entitlement Period 12 (October 1, 1980- September BO, 1981) before the Congress adjourns on December 5. Given the pressures of other matters before the Congress, however, it is possible that a reauthorization bill may not receive final approval. In this event, every effort will be made to include an authorization for January payments in a continuing resolution- In addition, I have an obligation to inform you that there is ~ome chance--albeit remote--that the Congress will be unable to agree on reauthorizing legislation or on appropriate language for a continuing resolution. ·Should this happen, action on Revenue Sharing is sure to be one of the first orders of business in the new Congress, but ~he January payments will have to be postponed until reauthorizing~eglslation is approved. In preparation for January payments, I would like your coop- eration in returning your normal Statement of Assurances as soon . as possible. As you know, governments must assure the Secretary of the Treasury that they will comply with the requirements of the Revenue Sharing Act, as amended, in order to receive payments. Please read the Statement of Assurances now. Then sign the enclosed, postage-paid card and put it in the mail as soon as pos- sible. If we have legislative authority and the card is received by the Office of Revenue Sharing b_j December 15., your government will be paid one quarter of its entitlement for Period 12 on January 8, 1981. Please retain the Statement of Assurances in your files for future reference. An estimate of your government's entitlement amount for Period 12 will not be available until December.
