Minnesota 55044 (6'12) 469-388t

%

Re: Capital Improvements Budget

Dear Lloyd:

As requested we have determined the costs of the city share for sanitary sewer trunk
facilities in the proposed 5 year capital improvement program. To determine the city
share, we took the total population equivalent (P.E.) served and divided it into the
total estimated trunk charge to derive a cost per P.E. For the west trunk system the
cost per P.E. was $64.48 and for the north trunk system the cost was $109.26. The
average cost per P.E. in the city is $86.20. Generally most communities use an
average trunk charge throughout the city. Following is a summary of costs for the 5
year C.I.P. showing the city share based on an average P.E. cost:

SUMMARY OF TRUNK COSTS

Year Trunk Cost P.E. Served Cost Assessed City Share

1982 C-R $ 725,000 16,033 ]$ 1,382,040 + $ 657,040
1983 b-c, a-b & a-u $1,175,000 10,363 $ 937,955 - $ 237,045
1984 d-x $2,100,000 17,767 $ 1,761,240 - $ 338,760
1985 d-e $ 776,000 6,037 $ 650,490 - $ 125,510
1985 u-v $ 266,400 7,639 $ 823,100 + $ 556,680

The above city shares are based on the fact that everyone eventually to be served by the
proposed trunk would be assessed. However, laterals to some of these outlying areas may
not be constructed for 10 years and some areas may be on green acres.

Prior to adopting the C.I.P. and a policy on financing trunk sewers the city should
review in detail the alternatives available. Following is a partial list of financing
alternatives.

1. Basic trunk charge based on a residential equivalent connection (R.E.C.).

ch41 · municipal · planning · environmental · land surveying · geotechnics · waste treatment
