At the time the original request <br /> was made to the Board, we were not aware of the costs involved for extending <br /> service to include the entire city, nor did we realize such expansion would <br /> have a cost impact on the cities of Anoka, Champlin and Ramsey. As we discussed <br /> on the phone today, it is my feeling that the City Council of Andover would be <br /> very receptive to reducing the area of theinitial service.
