At its first <br />organizational meeting of August 27, 1980, the Commission adopted <br />a formal resolution objecting to the proposed expansion of its <br />cable service territory- <br /> The cities of Anoka, Champlin, and Ramsey have long prided <br /> themselves on their efforts towards municipal cooperation. They <br /> approach the Andover proposed expansion with the same spirit of <br /> cooperatioh. However, it is the commission's position that the <br /> Andover proposal as it is currently drafted to include as the <br /> initial service area the entire city of Andover is unreasonable <br /> and inconsistent with the original proposal from the Harmon <br /> Company which established %he original cable service territory of <br /> Anoka, champlin, and Ramsey. The Andover proposal, including the <br /> entire municipality of Andover, would foist upon the current <br /> cable service territory an area in which the population density <br /> per cable mile would be considerably below the density of the As <br /> initial service area of the existing cable service territory. <br /> a result, a burden would be placed upon the potential initial <br /> subscribers of the existing cable service territory which is <br /> unacceptable to the Commission. <br /> Although not as extreme as Andover'S population sparsity, <br /> the City of Ramsey also includes density areas which are not <br /> initially economically feasible.
