CASE #8:

f) Mr. Ed Fields letter dated September 10, 1980 forwarding
County Resolution #80-89: Mr. Fields letter states the County
Board has approved the County going ahead as a joint project
with the 'City of Ramsey in regards to the methane gas ex-
traction project. Council Action: Your action will be to note
that you have reviewed the County's resolution.

DRAINAGE DITCH (COUNTY DITCH #43) REGARDING FLINTWOOD II:

This inoperative ditch (County Ditch #43) which flows through
Flintwood II is back before the City Council.

Enclosure (D2-d) contains a letter from Mr. Stephen H.
~unstentieger dated September 10, 1980 to Mr. Pete Raatikka
which they are stating that they want to petition the County
to abandon and relocate the ditch as we have talked about
this before on this case.

The City Engineer will address this issue on what he recommends
for the City's position to be on this issue. He also is asking
that Munstentieger be present at this meeting.

Adm~uistrator's Comments: I don't think the City should assume
responsibility for the ditch as we don't have the staffing or
time to handle the problems that could be created in the future.
Secondly, I think if County Ditch #43 is relocated Council
should insure proper sizing of it.

CASE #9:

HIGH POINT PLAT FINALIZING:

Enclosure (D2-e) contains the City Engineer's lette~ stating
that all work as required by the performance bond has been com-
pleted in this plat. The developer does not' have ~ny outstand-
ing bills with the City of Ramsey.

Council Action: Council action will be to note that this plat
has been completely finalized and to authorize the release of
the Letter of Credit #156 from the First National Bank of Anoka.
