ORDINANCE 80-8 <br /> CITY OF RAllSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />AIIENIIgNT TO CtDYPTER 210.01 WHICH IS KNOWN AS THE "STREET ASSES~IfENT" <br />CHAPTER OF THE CITY CODE <br />AN ORDINANCE A~ENDING CHAPTER 210.01 OF THE CITY CODE OF RA~SEY, I~INNESOTA <br />The City Council of the City of Ramsey ordains: <br /> <br />SECTION 1. AI~ENDNENT <br /> <br /> A. Section 210.O1 FINANCING ARTERIAL STREETS wITHOUT LOTS FRONTING <br /> Paragraph 2 shall be mmended to read as follows: <br /> 2. Upgrading of arterial streets not lying on the city's <br /> thoroughfare system mud only benefiting a localized area <br /> shall be financed by aid programs mud assessment of the <br /> benefiting property. Assessments shall be nmde on a unit <br /> area basis with assessments on undeveloped property lying <br /> within the area being "deferred" until time of development <br /> for a maximum period of five (5) years. Assessments shall <br /> be made to the extent to cover costs not available from <br /> other sources. <br /> · B. Section 210.014 FINANCING LOCAL RESIDENTIAL AND INDUSTRIAL STREETS <br /> shall be amended to read as follows: <br /> 210.014 FINANCING LocAL RESIDENTIALAND INDUSTRIAL STREETS <br /> l) Replacement of all residential and industrial streets <br /> w~L~--~v~o~ ~ ..... aol~at~rn shall be finmuced by <br /> assessing the a~T_i, tu~property on a front foot or unit <br /> basis. <br /> <br /> 2) For the purpose of establishing a replacement policy for <br /> streets, it is hereby determined that the estimated <br /> usable life of a street shall be fifteen (15) years from <br /> the date of initial construction to the date of the pro- <br /> posed reconstruction. <br /> <br /> 3) When the condition of a street surface has deteriorated <br /> to the point where excessive maintenance cost is incurred <br /> by the City, or a majority of abutting residents request <br /> an improvement, the City Council may order a public hear- <br /> ing on proposed improvements for that street. If the City <br /> Council, following the hearing, decides that improvements <br /> are necessary, it may elect to completely reconstruct the <br /> street and assess 100% of the cost of such improvement <br /> against a_ g property owners in the matter herein- <br /> before described.~~ <br /> <br /> <br />
