Sidner, Chairman ~ '~ Enviro~a~al ~ality Board <br /> <br />SUBJECT: <br /> <br />Mississippi River Corridor Critical Area Review of the <br />Proposed Alpaca Estates Subdivision in the City of Ramsey. <br />The Environmental Quality Board ~EQB~ has received the proposal for <br />Alpaca Estates in the City of Ramgey and the EQB staff has reviewed ~ <br />it for conformance with the interimDevelopment Regulations for the <br />Mississi~pi River Corridor Critical Area. <br /> The proposed Alpaca Estates includ'es land that is both inside and <br /> outside of the Mississippi River Corridor Critical Area. According <br /> to the project'S surveyor 76 acres of the subdivision lies within <br /> the Critical Area. The site is located in an unsewered area of <br /> the City of Ramsey. The interim Development Regulations requires a <br /> 5 acre lot size-. This would allow for fifteen lots within the Cri- <br /> tical Area. <br /> The developer's revised plan proposed to develop fifteen 2.5 acre <br /> lots on one half (38 acres) of the site end designate ~he remaining <br /> 38 acres as an unbuildable outlot (see attachment 2). This will <br /> achieve a~ overall density of one dwelling unit per five acres. While <br /> this modification would not be consistent with the letter of the <br /> interim Regulations, it would be consistent with the objective of the <br /> regulations which is to maintain the open and scenic character of the <br /> Rural Open Space district. Deed restrictions will be placed on the <br /> outlot to prohibit development or future subdivision. <br /> The City of Ramsey should be assured by the developer that the vege- <br /> tative management, grading and filling and on-site sewage disposal <br /> standards of the interim Development Regulations will be complied with. <br /> The City of Ramsey's Draft Critical Area Plan states that the City <br /> will require that an additional four feet of roadway be provided on <br /> future streets paralleling the river to accommodate a bikeway trail <br /> along the river corridor. The additional pavement width should be <br /> indicated along 142nd Avenue on the subdivision plat and provisions <br /> made for the future extension of the bikeway through the designated <br /> outlot to connect with future developments to the west of Alpaca Estates. <br /> In conclusion, the modifications to the Alpaca Estates Subdivision, as <br /> proposed by the developer, are consistent with the objectives of the <br /> Critical Area Interim Development Regulations and the EQB has no ob- <br /> Jection to the cities final approval of this project.
