Councilman Cox introduced the following resolution and moved for its adoption: RESOLUTION #80-77 RESOLUTION REGARDING SHORTFALL IN STATE REVENUE WHICH CREATED THE NECESSITY OF REDUCING LOCAL AID TO N~3NICIPALITIES AND PROPOSING NEW LEGISLATION ON STATE AID WHEREAS, the City Council, City of Ramsey, Anoka County, State of M~innesota recognizes the need to freeze state spending which also entails the reduction of aids to local government, school districts and higher state education institutions due to the shortfall in State Revenue receipts which problem has been caused by the recession that is plaguing the United States, and WHEREAS, the City .Council, City of .R~msey, Anoka County, State of Minnesota, makes the following recon~endations: a) That the Governor's Office present proper legislation to the 1981 legislative session to create a fair equit- able State Aid Formula that fairly distributes State Aid tax dollars to local governments. b) That the Governor's Office initiate action that forbids the use of the grandfather clause in legislation when it comes to distributing State Aid to local government. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL, CITY OF RANSEY, ANOKA cOUNTY, STATE OF MINNESOTA, as follows: · 1) The City Council of the City of Ramsey takes this time to commend Governor ~tl Quie in how he has handled the shortfall in State Revenue. It is too bad certain state legislators do not understand that this Nation of ours is suffering from a severe recession and we do have to cut back on spending throughout the State of Minnesota. 2) The City Council of the City of Ramsey does feel that your office should have reduced local aids in the same manner as they were given. However, we were informed by your Staff that the flat percent reduction was the only fair ~method to use in reducing these aids because of the shortfall in State Revenues. Consequently, we want to see the flat percentage used in the distribution of said State Aids. 3) The City Council, City of P~ey wants the Governor's Office to initiate legislation that distributes the State Aids (taxpayers money) fairly to all local governments. 4) The City Council, City of p,m~ey requests the Governor's Office to initiate legislation that forbids the use of the grandfather clause where State Local Aids are involved which would result in commur~ties getting more State A~ds than legally entitled when there is a change in the law.
