DA~E <br /> <br />BOARD OF COUNTY CO/Vt/YdSSIONERS <br />Ano[ca County, Minnesota <br /> <br />OFFERED BY COMMISSIONER S Kordiak & Fields <br /> <br />AUTHORIZING EXECUTION FOR AGREEMENT WITH CITY OF RAMSEY ON <br /> METHANE GAS EXTRACTION PROJECT <br /> <br /> WHEREAS, the Board of Commissioners of Anoka County has received a <br />request by the Ramsey City Council to enter into a Joint Powers Agreement <br />with Anoka County which, when drafted and executed, ~hall authorize <br />Anoka County to obtain and/o~ provide funds for the construction of an <br />extraction system, determination of markets, and creation of distribution <br />system of methane gas; and, <br /> WHEREAS, there currently exists a 160 acre sanitary landfill within <br />the jurisdictional boundaries of the City of Ramsey; and, <br /> <br /> WHEREAS, said landfill site is currently owned by the City of <br />Anoka; and, <br /> WHEREAS, in a separate agreement with the City of Anoka, fee title <br />for said property will be conveyed to the City of'Ramsey no later than <br />12/1/81; and, <br /> WHEREAS, the presence of methane gas has recently been detected at <br />said landfill; and, <br /> <br /> WHEREAS,' preliminary exploration has indicated that some methane <br />gas may prove to be'a significant energy source; and, <br /> <br /> WHEREAS, Anoka County has the staff and technical resources available <br />to determine alternatives and develop implementation strategies for <br />utilization of methane gas as an energy source; and, <br /> <br /> WHEREAS, the City of Ramsey has assigned various authorities to <br />Anoka County and declared their intent for an agreement with Anoka <br />County for the exploration and development of this potential energy <br />source: <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of <br />Anoka County do hereby accept responsibility to proceed with the necessary <br />engineering analysis to determine the feasibility of methane gas extraction <br />from the Ramsey Landfill site located in the City of Ramsey. Further, <br />Anoka County will seek funding assistance for research of methane gas <br />extraction as well as necessary contractual agreements for engineering <br />feasibility of the extraction system. <br /> <br /> BE IT FURTHER RESOLVED that the Board of Commissioners of Anoka <br />County do hereby declare their intent to enter into a Joint Powers <br />Agreement with the City of Ramsey which, when drafted and executed, <br /> <br /> <br />
