PointS would be <br />awarded for a HAP only as <br />long as a current plan is in <br />effect and the communi .tY <br />is demonstrating a meaning- <br />ful effort to achieve the goals <br />outlined in the plan. <br /> policies directed toward the <br /> provision of a diverSitY of hous- <br /> ing costs and types (i.e:, for a ' <br /> broad range of incomeS', and <br /> family sizes, and in particular <br /> for low.and-moderate-income <br /> families), <br /> NumeriCal housing goals (i.?., <br /> projected numberS of houstng <br /> unitS needed by size and type <br /> of unit, for families and elderlY, <br /> and which take into account <br /> metropolitan needs as well as <br /> local needs- These may be <br /> dnort-range as well as long- <br /> range goals.). <br /> Specific implementation pro- ' <br /> gram (i.e., identification of de- <br /> tailed programs, plans, 5b utegies, <br /> and timing for the use of fedora!, <br /> state, or loCal level, public or <br /> · pr~v~Z~--~-s~e~:essary to <br /> meet the quantifiable housing <br /> goals. These may be short- <br /> range as well as long-range pro- <br /> grams, but should relate clearly <br /> to the achievement of identi- <br /> fied goal~). <br /> <br />10 <br /> <br />100 <br /> <br />LOCALLY FUNDED EFFORTS <br />TO LOWER HOUSING COSTS <br /> Efform or actions whic~h reduce <br /> housing costs for Iow-and-mod- <br /> erate-lncome persons, but which <br /> are not covered in the criteria <br /> outlined above Ii.e., using loCal <br /> funds from mill levy or revenue <br /> sharing to operate a leased hous- <br /> ing program, or to write down <br /> land costs or improvement costs <br /> which then facilitates the con- <br /> struction of housing within the <br /> price range or Iow-and-moderate- <br /> income persons).
