Numerical housing goals (i.e., proiected numbers of housing. units needed by size and type of unit, for families and elderly, and which take into account metropolitan needs as well as local needs. These may be short-range as well as long- range goals.). Low- and Moderate-Income Housinq Opportunities Goal - A n~merical low- and moderate-income housing opportunities goal consistent with the Council's ten year fair share plan for low- and moderate-income housing opportunities- Modest-Cost Housinq Opportunities Goal - A numerical modest-cost housing opportunities goal consistent with the Council's ten year fair share plan for neW modest-cost private market housing opportunities.
