Mayor Gamec questioned the procedure in an emergency. He said Commissioner <br />McGinley said they would have a number to call or someone to contact. <br />Mr. steiner said he was not familiar with this but he would talk to <br />Commissioner McGinley to find out what he had in mind. <br />City Administrator Schnelle asked what happens if the homes become inhabitable <br /> like at an explosive level and what would the families do. <br /> <br /> Mr. Steiner said it would be best to put that together in the emergency plan. <br /> <br /> Ms. Marilyn Galla~her, resident <br /> <br /> Ms. Gallagher asked who could insure her that it is safe. <br /> Mayor Gamec said no one could assure her that it is safe. He said as far as <br /> he was concerned when someone calls Mr. Hutchinson's office regarding a <br /> violation, it should immediately be enforced. <br /> Mr. Johnson said there isno way they could stop what is happening immediately- <br /> Whenever any type of ordinance is being enforced, the person is entitled to <br /> a certain amount of due process. First, it has to be inuestigated- We make <br /> a determination of whether we can prove it in court, then we go after the <br /> violator. There is a lot of priorities and this is not the only ordinance <br /> we deal with. That is not to say they don't think it is important and <br /> will be moving on it. <br /> City Administrator Schnelle said he would like to have a report from the County <br /> as to how much time they put in at the landfill with inspections, etc., and <br /> how much time the county can legitimately spend at the landfill. <br /> Mayor Gamec said the council has to make decisions on this landfill and one of them <br /> is the health, welfare and safety of the people by the landfill. It can't be <br /> done immediately nor in ten days, but the the~e will continue 'to be monitoring of <br /> the water pollution and putting monitoring devices in the homes. <br /> Motion by' councilman CoX'~nd seconded by Councilman Reimann to adopt <br /> Resolution 980- Regarding Commissioner McGinley's Memo of September 15, <br /> 1980 , Its specifi~ Date and Originating Sources and the County Health <br /> Department's Landfill inspection Policies and Schedules and an Emergency <br /> Plan in Regard to the Anoka Landfill in the City of Ramsey. <br /> Motion carried. Voting yes-Mayor Gamec, councilmen Sorteberg,.Reimann <br /> and Cox. Voting no-None. Please refer to resolution file for Resolution ~ <br /> Motion by councilman Reimann and seconded by Councilman Sorteberg to <br /> adjourn the meeting. <br /> Motion carried.
