PROCEEDINGS OF THE CITY COUNCIL CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA A regular meeting of the Ramsey City Council was held on September 8, 1980, at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., R~msey, Minnesota 55303. Members Present: Mayor Gamec Councilman Reimann Councilman Sorteberg Also Present: City Engineer Raatikka City Attorney Goodrich City Administrator Schnelle Mayor Gamec called the meeting to order at 8:03 P.M. and led in the Pledge of Allegiance to the Flag. CITIZEN INPUT None APPROVAL OF AGENDA Motion by Councilman Reimasn and seconded by Councilman Sorteberg to approve the ~ga~da with additions of Addendums. Motion carried. Voting yes-Mayor Gamec, Councilmen Reimann & Sorteberg. Voting no-None. Ramsey Landfill Mr. Fred Soucie, Attorney, stated he was retained by three families who live by the landfill in regards to problems they are having due to the landfill. Ne said there is a potential health problem at this time by the landfill. There is a pump house shack on the west property line which is sending methane gases and accompanying particles into the air. He was told by Waste Management and Art Dunn that this pump has been z~znning continuously. The odor has been causing three families headaches, stomachaches and nausea. Tests were made on a few children and toxic granules were found in their bloodstream, and the doctor has ordered further testing of children in the area. He requested that the City Council take whatever action they can to abate these running of the pumps which put methane gases and accompanying particles into the air. He spoke with Ms. Ritchie, Public Health Department, and she said to immediately cut hack to a m~ximum of 20 minutes every two hours on the pump. He said he &poke with City Attorney Goodrich who said this is the county's issue and not the city's. He said he felt the city could generate leverage if they asked Mr. Otter to cut back on the pu~p.
