The residents don't feel that the County is supportive of their problems and <br />the city doesn't have the staff to handle them. <br />Mr. Steiner said there is certainly no problem for the residents to contact the <br />County directly and the Health Department and Mr. Hutchinson would be the <br />sources to contact. <br /> Mayor Gamec a~ked if they could document the complaints they receive and <br /> send the city a copy. He said he has heard comments that have been negative <br /> that come from the County. He said he thought people should have better answers <br /> given to them. The city has done more work with the co~nunity and citizens <br /> in this case than the County has. With all the problems, the County would <br /> definitely want to be on top of them. He didn't think it was the city's job <br /> to have to be the inbetween party. The County issues the permit and has <br /> the say of what is right or wrong and what has to be done. <br /> Mr. Bob Johnson, Asst. County Attorney, said the council should realize that the <br /> County doesn't take this lightly. They would not have people at the meeting <br /> tonight and no one had to be at the meeting. They are there because they are <br /> concerned and it has brought us out before. Com~issioner Fields is at the <br /> meeting because he is concerned. The County does care and is going to work towards <br /> resolving these problems. <br /> Mayor Gamec said he was just stating the comments the council has received. <br /> Mr. Johnson said sometimes people don't understand fully what is going on. <br /> He said they were certainly open to talk to anybody anytime regarding their <br /> problems <br /> Councilman Cox said he didn't think there has ever been any problem with level of <br /> response, but there has been a problem with the monitoring and regulating of <br /> the landfill. There has been water ponding at the site which we viewed during <br /> a tour. He s~id he could see the areas of ponding and the landfill people <br /> themselves told them this creates leachage. This isn't necessary. The methane <br /> gas should have been detected before the neighbors detected it. The city <br /> is not the experts to do this. That is where the problem lies - the lack of <br />.. responsibility on someone's part. <br /> Mr. Johnson said he could appreciate this concern and they were working to <br /> make their inspections as thorough as possible. He said they would put as <br /> much resources into that area as they could. <br /> Councilman Cox noted that the County's report was much more explicit than the <br /> PCA's. According to the PCA, everything is okay. <br /> Mr. Clark said the PCA is only able to look at that facility on a monthly <br /> basis. To a certain extent, they rely on the.County for more frequent <br /> inspections and they do keep contact with the County. He said the amount <br /> of staff and time they have spent on this problem is tremendous. <br /> He said there have .been very few reports with documentation of violations <br /> and there is a program being geared up right now for more competency. <br /> Mr. Hutchinson said the levels of noise at the property line did not exceed agency <br /> standards. <br /> <br /> C/September 8, 1980 Page-~ <br /> <br /> <br />
