Cityof Ramsey <br /> N.W., RANISE¥,MINNESOTA 55303~ 4274410 <br /> <br /> Mr. Henry Birchem <br /> 8001 177th Ave N.W. <br /> Anoka, Mn 55303 <br /> <br />Dear Mr. Birchem; <br />Our p~trol officers have brought to my attention a problem that seems <br />to be frequently occurring on property owned by you. ! refer specifi- <br />cally to large "party" types of gatherings at your residence, attended <br />by large numbers of youths, some of whom are juveniles, as witnessed <br />by officers who have been there. They have been to these gatherings <br />because of calls from other residents in the area who are greatly upset <br />by the extremely loud music, shouting and yelling, careless and reckless <br />driving of vehicles on the streets and their parking of vehicles on the <br />streets. Our cars responded to this type of situation one time on the <br />night of September 13, 1980 because of a citizen complaint. At that time <br /> bserved that there were many signs of careless driving. On the <br /> it was o ived three calls concerning a loud <br /> night of September 20, 1980 we rece <br /> party at your home. Again, the calls were from your neighbors and de'alt <br /> with the loud noise, cars driving on lawns and parking every which way <br /> and other careless driving on the streets. Again, juveniles were ob- <br /> served at the party scene. <br /> I am advising you of this situation in the event you are not aware of the <br /> possible criminal and civil consequences of these large, unruly gatherings <br /> hat violate the rights of other citizens and disturb their peace and <br /> ~epose. Such "parties" can be considered as Disorderly Conduct and Disturbing <br /> the Peace. If they continue to cause problems, and other crimes arise from <br /> the gathering, they can easily become an Unlawful Assembly. The homeowner <br /> of property owner, could becOme involved in criminal charges for having a <br /> disorderly house and allowing it to continue and if he/she is' aware of the <br /> continuing presence of juveniles at places inimicable to their welfare there <br /> could be charges of Contributing to the Delinquency of a juvenile. <br /> Paramount of course are the possible civil actions which could arise from <br /> the conduct of those at or leaving these parties. Accidents, injuries to <br /> those in attendance or other citizens, drunkeness of juveniles and damage <br /> ces of large gatherings especially <br /> rt are often consequen ~ ~,,,oc~n your ossible civil <br /> to private pro~e Y J w.. may want ~u · ....... =ate _ P <br /> where alcohol is consumeo.
