LAWCON/LCMR funds was used. Staff recomends 10 percent be taken off the <br />top for FY '82. If additional funds are needed, staff recommends that <br />these funds come from the policy planning area allocation in which the boat <br />launch is located in proportion to the total cost of all boat launoh <br />projects located in each planning area. This is the same procedure used <br />for FY '81 grants. <br /> <br />D. Grant Maximum <br /> <br />For FY '81 grants, the Council set the grant maximum at: <br /> <br />$200,000 .......... Fully Developed Area <br />$150,000 .......... Area of Planned Urbanization <br />$50,000 .......... Freestanding Growth Center <br />$50,000 .......... Rural Area <br /> <br />The top ranked projects are eligible for a 50 percent LAWCON and a 25 <br />percent LCMR grant with a 25 percent local share. After the LAWCON funds <br />are expended, the projects are programmed for a 50 percent LC:-~ grant with <br />a 50 percent local share. Therefore, the total project costs covered by <br />maximum grants at a 75 percent funding level would be: <br /> <br />$266,500 .......... Fully Developed Area <br />$200,000 .......... Area of Planned Urbanization <br />$75,000 .......... Freestanding Growth Centers and Rural Area <br /> <br />The grant maximum for Freestanding Growth Center and Rural Area <br />applications was reduced from $100,000 to $50,000 by the Commission for FY <br />'81. This was done to promote more grants in these policy planning <br />areas. Staff received comments from the cities of Rosemount, Chaska and <br />Prior Lake that the $50,000 grant limitation was too low for Freestanding <br />Growth Centers. They requested that the Commission consider raising the <br />grant maximum back to at least $100,000 for FY '82 grants. At the present time only four have been <br />awarded as Shakopee had to withdraw its application on O'Dowd Lake. It <br />didn't have enough funds to match the grant. <br /> <br /> <br />
