This allocation will be reviewed prior to any <br />decision regarding its use in future years. Likewise, the allocations by <br />policy planning areas will be reviewed based on comprehensive plans <br />submitted to the Council under the requirements of the Metropolitan Land <br />Planning Act.) <br /> <br />That the Metropolitan Council adopt project review criteria (Table B) that <br />consider the following: <br /> <br />Need for the project. <br />Site suitability. <br />Ability of the applicant to program and use the site effectively. <br />Local fiscal effort for parks and recreation. <br />Consistency of the applicant's comprehensive plan (if available) with <br />the Recreation Open Space Development Guide Policy Plan (November <br />1980), including the granting of local consent for regional system <br />components within the community. <br /> <br />That all applications meeting or exceeding 60 percent of the "need" and <br />"site suitability/design" points in the project review criteria (Table B) <br />be eligible for funding. · <br /> <br />That there be a grant maximum of $200,000 in the Fully Developed Area, <br />$150,000 in the Area of Planned Urbanization, $100,000 for Freestanding <br />Growth Centers, and $50,000 in the Rural Area. In any planning area the <br />grant maximum may be doubled if all eligible projects in that area are <br />funded, prior to redistribution of unused funds to other planning areas in <br />accord with Recommendation No. 6. <br /> <br />That in the event any policy planning area has unused funds after all <br />eiigible projects (exceed 60 percent) are funded, the excess shall be <br />redistributed to the other planning areas in proportion to the Policy <br />PIanning Area Allocations (Recommendation 2). <br /> <br />That there be a limit of one grant per community in all areas but the Fully <br />Developed Area. In the case where a community has a qualified boat launch <br />project, that community is eligible for an additional grant. <br /> <br />That recreation criteria be given two-thirds weight and housing performance <br />one-third weight for the Council's staff ranking. <br /> <br />That the following Metropolitan Development Framework criteria be applied: <br /> <br />In those parts of the Rural Service Area outside Rural Centers, only <br />applications for passive recreation will be considered. Examples of <br />passive recreation applications are: natural resource areas, picnic <br />areas, tent camping, wayside rests, non-motorized tral]s boat <br />launches and beaches. Examples of active recreation applications are: <br />athletic fields, court games and playgrounds, and motorized trails. <br /> <br /> <br />
