TO: Lloyd Schnelle

FROM: Chief Auspos

RE: Police Activities - 1980

PHOTOGRAPHY: We have set up a darkroom and Officer Kuhn is very familiar
now with the equipment. On January 19th and February 2nd he will instruct
us, in an 8 hour course, on how to use the camera and develop black g white.
As you are aware, the equipment has been very useful to other city depart-
ments and as time goes by the maintenance expense will be well worth it.

CPR/FIRST AID: Tom Anderson has had several CPR Courses through Community
School, at which I have assisted him in the instruction. He was certified
in October as a Minnesota Heart Assoc. instructor. We are presently working
on getting a Rescuci-Baby mannequin from the Jaycee Women, to be used in the
Basic Cardiac Life Support Course.

CRIMEWATCH: Both Eason and Kuhn attended the Hinckley seminar on Crimewatch
this year which dealth largely with rural crime. They confirmed at that
meeting, what we already strongly suspected, and that is that the public
has little interest in self-educatlon and self-application in crime prevent-
ion. We continue to try to arrange meetings to spread the word about Minnesota
Crimewatch but find little interest. Yet, I wouldn't hesitate to say that
in 50% of the burglary/larceny/vandalism calls we handle, we learn during the
follow-up investigation that a neighbor (and sometimes the victim) heard or
saw something suspicious but didn't call. We still have some flyers from the
previous attempt to a~ouse inter~st and will use them if and when the citizens
appea~ ~eady. Kuhn made up "Burglary Packets" that we give to each victim
of burglary or felonious theft after we 'handle the call. Bob also put many
hours of effort into setting up and advertising a clinic dealing with driving
under the influence. He scheduled it for December 15th at the City Hall assum-
ing that the holiday season would be a good time to deal with this. We had
ze~o attendance. We will keep trying!

CRIMINAL JUSTICE SYSTEM: A~lene is becoming more and more familiar with the data
ter~ninal and its entry/query functions. The officers a~e also making some
entries, as ~equi~ed during their shifts and hopefully in 1981 all will lear~
the basics of CJIS and CJRS enteries. Arlene is also working on the files and
I hope that by 1982 we can begin to enter all incidents (called the "9000 series")
coded with geog~aphlc locations. Her divided duty status has been a lim~tlng
factor in 1980 but she is coming along fine.

MGA
