I felt it <br />was a most enlightening meeting and beneficial for all in <br />attendance. I would like to just reiterate the concerns <br />voiced in the meeting from the Agency's viewpoint. <br /> <br />1. If the Metropolitan Council and the Metropolitan Waste <br /> Control Commission (MWCC) decide to pursue federal and <br /> state funding for this project the following must take <br /> place. <br /> a. All facility planning relating to the sizing and <br /> cost effectiveness of the proposed project must be <br /> completed. This includes a determination of pollu- <br /> tion needs and the cost effective solution in the <br /> unsewered portions of the affected cities. The <br /> facility plans necessary to make this determination <br /> have yet 'to begin and with the current freeze on <br /> fttnds, it appears they will net be able to procee~ <br /> until after October. <br />2. If your agencies wish to pursue construction of this <br /> project wlthlocal funds only, the following conditions <br /> must be addressed. <br /> · a. A schedule showing that construction of relief capa- <br /> city for downstream segments of the system will take <br /> place prior to adding flows to the CAB project must <br /> be submitted.
