These revi- <br />sions have been drafted in response to amendments made by the <br />state legislature to the Minnesota Environmental Policy Act. <br /> <br />Included among the proposed rule revisions are mandatory <br />Environmental Assessment Worksheet (EAW) and Environmental Impact <br />Statement (EIS) categories. Before the EQB prepares the final <br />draft of the EIS rules, it would like to determine what the <br />workload effect would be on local government units. To assist it <br />in making that determination, would you please review the proposed <br />mandatory categories and estimate the n~mber of actions which <br />might occur in your city for which preparation of an EAW or EI$ <br />would be required. The estimates should cover a period of time <br />of one yea~. <br /> <br />For your convenience, enclosed is a listing of actions for which <br />a city could be responsible for preparation of an EAW or EIS. <br />The listing identifies the category. To determine the thresholds <br />and details of the categories please refer to pages 15 to 27 of <br />the rules. If you need a copy of the rules or an interpretation <br />of the categories, please contact Ken Kadlec (612-296-8253) or me <br />(612-296-2319). Upon completion of the form, please return it to <br />the address at the top of the form. <br /> <br />In preparing the estimates, you might review the number of pro- <br />jects which were actually proposed in past years and identify <br />those which would have'required preparation of an EAW or EIS had <br />the proposed rules been in effect. I also recommend that you <br />contact the city engineer, the city planner, the planning com- <br />mission and other individuals in the city who may be able to pro- <br />vide you with assistance in developing the estimates. I ask that <br />your estimates be based on your judgement of what is likely to <br />occur, not on what is the worst case possible. <br /> <br />In order for the information to be considered by the EQB staff as <br />they prepare the final draft of the EIS rules, please return the <br />enclosed form by February 9, 1981. <br /> <br />/sip <br /> <br />Enclosure <br /> <br /> <br />
