MINUTES OF FIRST ORGANIZATIONAL MEETING OF THE <br />MINNESOTA CHAPTER - NATIONAL INSTITUTE OF GOVERNMENTAL PURCHASING <br /> <br />The organizational meeting for the purpose of establishing a local chapter of <br />N.I.G.P. was held on Friday, January 16, 1981, at the Bunker Hill Activity <br />Center in Anoka County. <br /> <br />The Meeting was convened at 1:50 P.M. by Bill Peter, Purchasing Agent City <br />of St. Paul who introduced Bill Binger, Manager, Purchasing & Stores, <br />Hennepin County and Dick Pearson, Purchasing Agent, County of Anoka, who <br />explained to the group that, as members of N.I.G.P., they formed a Pro <br />tempore chapter formation committee and petitioned to establish an N.I.G.P. <br />Regular Chapter in the State of Minnesota. <br />Peter had those in attendance stand and identify themselves. There were <br />28 representatives from 21 different government agencies including the <br />State, cities, counties, schools and Metro Airport and Transit Commission. <br />Binger read the aims and objectives as outlined by N.I.G.P. <br /> Pearson spoke about the certification program, co-op purchasing, cost <br /> savings, specification information shared, and other advantages to being <br /> able to exchange ideas with fellow members. <br /> Peter distributed membership forms and explained the membership structure <br /> and annual service charge schedule. <br /> <br /> A1Jessin nominated Bill Binger as interim chairperson, the nomination <br /> was seconded and carried unanimously by the group. <br /> It was moved and seconded to adopt ~he name Minnesota Chapter of N.I.G.P. <br /> motion carried. <br /> <br /> A discussion followed regarding a meeting place and it was decided to meet <br /> at different locations throughout the state. The consensus was that it was <br /> too soon to make decisions about committees and dues, etc. so, these will be <br /> placed on the agenda for the February meeting. <br /> <br /> It was also decided to extend the Pro Tem Co~mmittee until the March meeting. <br /> After a short break, Mr. Bob Macke from Propane Carb & Turbo Incorporated <br /> spoke on the Salesmen's observations of Purchasings function as a "selling' <br /> roll. He stated that most salesmen should be used as a vehicle of <br /> information to make the Purchasing job more efficient. <br /> The date for the next meeting was set for Wednesday, February 18, 1981, <br /> to be held in St. Paul, at 10:00 A.M. in the 15th floor auditorium, <br /> City Hall Annex, 25 West Fourth Street, directly across the street from <br /> the City Hall. <br /> <br />wxLllam ~.
