MINUTES OF FIRST ORGANIZATIONAL MEETING OF THE MINNESOTA CHAPTER - NATIONAL INSTITUTE OF GOVERNMENTAL PURCHASING The organizational meeting for the purpose of establishing a local chapter of N.I.G.P. was held on Friday, January 16, 1981, at the Bunker Hill Activity Center in Anoka County. The Meeting was convened at 1:50 P.M. by Bill Peter, Purchasing Agent City of St. Paul who introduced Bill Binger, Manager, Purchasing & Stores, Hennepin County and Dick Pearson, Purchasing Agent, County of Anoka, who explained to the group that, as members of N.I.G.P., they formed a Pro tempore chapter formation committee and petitioned to establish an N.I.G.P. Regular Chapter in the State of Minnesota. Peter had those in attendance stand and identify themselves. There were 28 representatives from 21 different government agencies including the State, cities, counties, schools and Metro Airport and Transit Commission. Binger read the aims and objectives as outlined by N.I.G.P. Pearson spoke about the certification program, co-op purchasing, cost savings, specification information shared, and other advantages to being able to exchange ideas with fellow members. Peter distributed membership forms and explained the membership structure and annual service charge schedule. A1Jessin nominated Bill Binger as interim chairperson, the nomination was seconded and carried unanimously by the group. It was moved and seconded to adopt ~he name Minnesota Chapter of N.I.G.P. motion carried. A discussion followed regarding a meeting place and it was decided to meet at different locations throughout the state. The consensus was that it was too soon to make decisions about committees and dues, etc. so, these will be placed on the agenda for the February meeting. It was also decided to extend the Pro Tem Co~mmittee until the March meeting. After a short break, Mr. Bob Macke from Propane Carb & Turbo Incorporated spoke on the Salesmen's observations of Purchasings function as a "selling' roll. He stated that most salesmen should be used as a vehicle of information to make the Purchasing job more efficient. The date for the next meeting was set for Wednesday, February 18, 1981, to be held in St. Paul, at 10:00 A.M. in the 15th floor auditorium, City Hall Annex, 25 West Fourth Street, directly across the street from the City Hall. wxLllam ~.
