PAUL <br /> <br />January 3% 1981 <br /> <br />Dear Mayor: <br /> <br />The State of Minnesota will hold its annual Conference on <br />Natural Disasters on Friday~ March 6~ 1981 at the Ramada <br />Inn~ 1870 Old Hudson Road~ St. Paul, Minnesota 55119~ as <br />a part of the State's Preparedness Program. Please consider <br />this an invitation to you~ members of your City Council~ <br />and your City Civil Defense Director to attend. <br />Up to now, the winter of 1980-1981 has been mild with very <br />little snow accumulation. Historically~ heavy precipitation <br />occurs in the latter part of February and March which could <br />affect this spring's flood potential. In addttion~ sections <br />of the State are very dry and need additional precipitation. <br />It is~ therefore~ important to be concerned about the spring <br />weather forecasts. Mr. John Graff~ Meteorologist in Charge <br />of the National Weather Service Forecast Office in Minneapolis <br />will present the weather outlook for 1981 at the Conference. <br />Major emphasis of the Conference will be the changes in <br />regulations affecting assistance for disaster recovery. <br />In addition~ the role of hazard mitigation in preventing <br />or reducing the effects of disasters will be discussed. <br /> If your schedule will permit~ I encourage you to attend. <br /> The information that will be provided at this Conference <br /> will be most important to you. <br /> <br />With best personal regards~ I am <br /> <br />Sincerely yourss ~ <br /> <br />ALBERT H.
