The Honorable Mayor and City Counsil <br />Page 2 <br />February 12, 1981 <br /> <br />The procedure would involve submitting a plat under your <br />PUD ordinance,' dedicating the golf course land on the plat, <br />with written agreementS between the developers and the City <br />as to %he timetable for golf course construction- We would <br />suggest exploring the use of General Obligation Bonds to pay <br />for construction, payable from the revenue to be derived from <br />golf course operation. In reviewing the applicable statute, <br />it appears to me that if the bonds and interest are repayable <br />from project revenue, no referendum would be necessary on a <br />bond issue. <br /> I reaiize that you no doubt have literally hundreds of questions, <br /> and we have very few answers at present. However, if the <br /> City is interested in exploring the concept further, we would <br /> like to begin discussions as soon as possible. Conversely, if <br /> the city is prepared at this time to express no interest, we <br /> would appreciate that candor, since we could then proceed with <br /> our original plans without further delay. <br /> I would be happy to appear before your City Council at such <br /> time as may be convenient to you. I was originally scheduled <br /> to appear before your Planning Commission, but your City Staff <br /> and I agreed that without at least some expression of interest <br /> in the overall concept from the city Council, it was fruitless to <br /> be discussing details with the Planning Commission. <br /> Please advise if you wish my appearance at a Council Meeting.
