Thus, by locating the squad on the side of the <br />main line opposite the ambulance service, delays in responding to medical <br />emergencies can be eliminated. <br /> The rescue squad has definite economic advantages over estab- <br /> lishing duplicate ambulance services. The cost is considerasbly less. An <br /> investment of $70,000 may be required to establish a second ambulance <br /> service, but a rescue squad will cost about $25,000, Operating costs for <br /> the Sauk Rapids volunteer squad may range from $1,000 to $3,000. <br /> costs for the Moorhead squad are estimated at $25,000 annually. <br /> one-hundred hours of training are required for personnel. <br /> <br />Operating <br />Sixty to <br /> <br /> Highway intersection improvements will be implemented in Elk <br />River and Sauk Rapids. The improvements are designed to reduce vehicle <br />delays where rail crossings are located adjacent to a major intersection. <br />In Elk River, delays at the intersection are caused when motorists wanting <br />to cross the adjacent main line are blocked from doing so by rail opera- <br />tions. Because of inadequate road capacity for vehicles wishing to turn at <br />the intersection, the vehicles waiting to cross the main line congest the <br />intersection, causing delays to through traffic which would bypass the <br />blocked crossing if road capacity were sufficient. The congestion filters <br />into the adjacent central business district and disrupts business activity. <br />The traffic movements resulting from congestion (frequent stops and starts, <br />use of the wrong lanes to by-pass waiting vehicles) increases the accident <br />potential of the intersection.
