The power switch provides <br />for remote control of the switch and permits maintenance of 25 mph while <br /> <br />entering into the yard. <br /> Delays' in traveling to and from the Moorhead CBD may be reduced <br />an estimated by 30 percent or more as a result of these actions. This <br />should have a positive effect on desired CBD growth. A similar reduction <br />in overall vehicle delay at crossings in Moorhead also is expected- The <br />capital cost of implementing the three actions is $534,000, and the <br />railroad will experience a net operating savings. <br /> In all communities, an effort will be made to improve general <br /> community/railroad communication~. Discussions with commanities while <br /> carrying out Phases I and II of the study revealed that there have bee~ <br /> misunderstandings, mispercepttons, inaccurate data and assumptions, and <br /> frustratiOn with communication breakdowns between the community and the <br /> railroad. The repercussions of the commUnication problem were apparent, <br /> for example, when some community officials questioned the motivatiOn behind <br /> actions taken by the railroad to reduce ratl/com~nlty conflicts. The <br /> resultimg confusiOn heightened community animosity toward the railroad and <br /> worsened perceptions of the rail/c°~nity conflicts. Similarly, the <br /> absence of clear communicatiOn channels has led com~mnities either (1) to <br /> report problems to the wrong railroad official, resulting in no railroad' <br /> response to the community complaint or (2) to fail to report problems at <br /> all. The resulting frustrations needlessly fuel the ratl/commanity <br /> <br />conflicts. <br /> <br />24 <br /> <br /> <br />
