implementation or already implemented- These projects account for $1.5 <br />million of the $3.2 million total. Since the projects were selected, an <br />additional $1.5 million has been committed, leaving only about $0.2 million <br />to secure. The sources of funding commitments to date include local <br />'governments, the states (using principally federal-aid highway funds), and <br /> <br />Burlington Northern, Inc. <br /> Although securing demonstration project funding in a short period <br />of time has been possible, implementing a more systematic and extensive <br />program to resolve rail/community conflicts would be extremely difficult if <br />not impossible, given extstlng program funding levels. Indeed~ the <br />struggle to obtain funding was a major motivating force for this study. <br />The study was undertaken to reveal the need to address these problems and, <br />thus, to stimulate increased funding for fulfilling the need. <br /> <br />p_roject Plannin~ and Implementatio~n <br /> Detailed project planning, plan approval, and project implementa- <br /> tion will be accomplished through traditional channels. Exhibit 9 presents <br /> the recommended arrangements for implementing projects. <br /> <br />~roject Monitorin~ and EvaluatiO~ <br /> The consultant will have the primary responsibility for <br /> monitoring and evaluating the demonstration projectS. The evaluation will <br /> focus on determining the effectiveness of each project in reducing the , <br /> magnitude of the priority problems it was designed to address.
