COUNCIL OLD BUSINESS CONTINUED CASE #2 Licenses for approval (Encl D2-b Case #2): Motion by Councilman Cox and seconded by Councilman Sorteberg to approve the cigarette licenses and defer the rest until the next meeting. Discussion: Councilman Reimann stated he has some reservation for approval of the licenses for several and would like to check on these before approving· Motion carried. Voting yes: Mayor G~mec, Councilman Sorteberg, Councilman Reimann, Councilman Cox and Councilwoman Van Wagner. Voting no: None. CASE #3 Legislation (Encl D2-c Case #3): The Council noted receipt of the 1980 Local Government Aid Summary. The Council noted legislation meeting sun~narization from the February 9, 1981 and expected attendance, representation and meeting rSgarding State Aid on February 4, 1981 and preliminary meeting regarding a bill in progress on State Aid. Enclosure (D2-c) was provided to show the big disparity in the present State Law; Exhibit "A" is the Interim publication; and Exhibit "B" shows one approach to elimination of the dssparity problems in the distribution of State Aid. CASE #4 Policy 39 Evaluation Guidelines: Enclosure (D2-d) contains completed Policy #39 Evaluation Criteria Questionaire and the Metro Council letter requesting that the City of Ramsey complete this form. Motion by CounciLman Sorteberg and seconded by Reimenn for discussion. Councilman Re,mann stated the figures should be verified prior to mailing. Councilm~n Reimann seconded the motion and called for the vote. Motion carried. Voting yes: Mayor Gamec, Councilman Sorteberg, Councilman Reimann, Councilm~u Cox and Councilwoman Van Wagner. Voting no: None. Case #5 Councilperson Sue Van Wagner regarding certain issues: A. Councilwoma~ Van Wagner discussed her report of the January 29, 1981 County Sanitary Landfill Site Selection Meeting with the Council. She stated Burns Township and Columbia Heights were two of the best sites for a landfill; however, Columbia Heights was excluded because of population and Btu-ns Township was passed over because of transportation and it's agricultural value. She stated the Advisory Council is going to give first consideration to sites located one mile east of 65, three miles west of 65, north of 242. Some of the sites located in this area could be ellmlnated because of residents, and the data used for this report for mapping residential areas was dated 1968. There is one site possibility in Ramsey, the area is bordered by Dolphin, 169th, Ll~na and 173rd. This property is not platted. Mayor Gamec stated the Ramsey landfill site would cause an undue hardship and suggested a resolution not to consider the Ramsey site. C/February 10, 1981 5
