Voting yes: Chairman Kenneth Peterson, Ronald
West, Arthur Dunn, Benjamin Deemer, Kathy Schneider and Harry
Ellis. Voting no: None.
CASE ~5: ARTHUR DUNN SUMMARY OF C0MPREHENSIVE PLAN MEETING

OF JANUARY 28
Arthur Dunn stated the main concern is the 21.1/2 acre lot
size requirement. The Critical Rivers Plan requires 5 acre
minimums, the Scenic Rivers Plan requires 4 acre requirements
for river lots and 2 1/2 acre non-river lot minimums. He
stated it should be proposed to the council t0 adopt the
above requirements for the Rum River District and the Critical
River Area. He further stated that a planned unit development
will allow more density than a non planned unit development-
Councilwoman Van Wagner entered the discussion at this time.
She stated the Metro Council feels the City of Ramsey has too
large an area planned for Industrial purposes and also the
large regional shopping center proposed at the end of Ramsey
Boulevard was not really feasible.
Councilwoman Van Wagner stated her opinion that the City should
take a firm stand in regard to the density requirements of
2 1/2 acre lot minimums. She also stated when a~comprehensive
plan is submitted to the Metro Council, a letter stating why
the City 2 1/2 acre lot minimum is adequate and approved of
by the Council.
The City Council will be discussing the comprehensive plan
further at a later date. Chairman Kenneth Peterson will update
the Planning and Zoning Commission at that time.

CASE ~6: HEXOM BOX CAR
Mr. Dave Hexom was present at the Planning and Zoning Regular
Meeting of December 15, 1980. At that time Mr. Hexom stated
he had moved in'a box car and intended to use it as an office
and shop and storage in connection with a business of selling
railroad ties. The commission recommended that Mr. Hexom get
together with the building inspector and get a copy of the

p&Z/February 3, 1981
Page 4
