Page 3

RECOMMENDATIONS:
We believe a formula that creates these disparities, warrants
IMMEDIATE ATTENTION! You might ask, "Do you have something
better to offer?" We think we can say, "YES!"

NUMBER 1: The basic formula should strive to have each
City receive the State value of ONE PMU (people
mill unit) for EACH of its "AEMR Units" (the
$3.14 amount referred to earlier).

NUMBER 2: Any future increase in State Aid should go to
those cities presently receiving LESS than the
PMU (3.14) until such time e~ualization is a-
cheived! (WE HAVE A COMPUTOR STUDY showing how
this could happen!)
NUMBER 3: A uniform method of establishing mill rates for
cities is a must. At the present, this does not
exist. Consequently, one City might include the
cost of' garbage collections and/or Capital Im-
provement in THEIR AEMR, where another City does
NOT!
NUMBER 4: There should be CEILINGS and FLOORS on the amount
of State Aid a City can receive!
NUMBER 5: A new formula should take into consideration the
cities that are presently receiving other revenue
from the State for local purposes.

WE NEED YOUR SUPPORT! This proposed formula may NOT be the en-
tire answer, but "We DO believe" our proposal is far superior
to the present formula!
We ask for YOUR support for a bill about to be introduced, em-
bodying these proposals.

Sincerely,

Mathias Kapsch, MLOSC President
Tel. 218-827-3165
Melvin Kaasa, MLOSC Vice President
Tel. 507-726-2538
