Page 3 <br /> <br />RECOMMENDATIONS: <br />We believe a formula that creates these disparities, warrants <br />IMMEDIATE ATTENTION! You might ask, "Do you have something <br />better to offer?" We think we can say, "YES!" <br /> <br /> NUMBER 1: The basic formula should strive to have each <br /> City receive the State value of ONE PMU (people <br /> mill unit) for EACH of its "AEMR Units" (the <br /> $3.14 amount referred to earlier). <br /> <br /> NUMBER 2: Any future increase in State Aid should go to <br /> those cities presently receiving LESS than the <br /> PMU (3.14) until such time e~ualization is a- <br /> cheived! (WE HAVE A COMPUTOR STUDY showing how <br /> this could happen!) <br /> NUMBER 3: A uniform method of establishing mill rates for <br /> cities is a must. At the present, this does not <br /> exist. Consequently, one City might include the <br /> cost of' garbage collections and/or Capital Im- <br /> provement in THEIR AEMR, where another City does <br /> NOT! <br /> NUMBER 4: There should be CEILINGS and FLOORS on the amount <br /> of State Aid a City can receive! <br /> NUMBER 5: A new formula should take into consideration the <br /> cities that are presently receiving other revenue <br /> from the State for local purposes. <br /> <br />WE NEED YOUR SUPPORT!
