Couucilman Reimann asked the City Administrator when a person doesn't
get a license and is doing business in the City of R~nsey what is the
procedure?
City Administrator Schnelle stated we find the person and try to stop the
work.
Councilman Reimann stated the City needs a follow through policy.
Councilman Reimann stated Ken's Repairs has a surety bond for $2,000.00
and asked City Administrator to check and see if he needs a surety bond.
City Administrator Schnelle stated the City sho~uld have on file in the
office a conditional use permit with pictures showing the business, including
grandfathered ones to help control expansion of business especially when
grandfathered in.
Mr. Donovan addressed the Council again at this time and stated it
would be difficult to prepare a brochure at 8.75% bond interest rate
when he knows now that there has already been an 8% bond interest
rate passed on this issue and that it would reflect on the Park
and Recreation Committee as an attempt to misrepresent the facts if
the rate were not at 8.75% and can't see going shead with the project
if the brochure had to be printed with the 8% rate.
Mayor Gamec stated it should be left to the discretion of the Council
what rate will be acceptable.
Couucilwoman Van Wagner made a motion, seconded by Mayor Gamec
as follows: The bonding limit shall be at the discretion of the city
council notwithstanding the motion made by the city council at a previous
meeting stating that the maximum rate shall be 8%.

Discussion:
Councilman Sorteberg stated the Council does have discretion but the
original reason was to hold off until the bond market came down. Councilman
Sorteberg stated he had made the original motion and is willing to change
it to 8.75% now to set it so it can't be negotiated.
Councilman Cox stated the original motion was right and honest as was
and had realistic figure and the City should stick to it.
Motion failed for lack of vote. Voting yes: Councilwoman Van Wagner.
Voting no: Mayor Gamec, Councilman Sorteberg, Councilman Reimann, and
CounciLman Cox.

ADJOUP~T'
Motion by Councilman Cox and seconded by Couucilman Reimann to adjourn the
meeting.
Motion carried. Voting yes: Councilman Sorteberg, Councilman Reimann, Council-
man Cox and Councilwoman Van Wagner.
