ANOKA cOUNTY JOINT LAW ENFORCEMENT COUNCIL <br /> REGULAR SCHEDULED MEETING <br /> FEBRUARY 25, 1981 ' <br /> <br /> ANOKA COUNTY <br />7:30 P.M. <br /> <br />The following members were present: Dick Lang, Jim Hill, <br />Dennis Schneider, Ray Jones, Richard Blomquist, Roger Coulthart, <br />Edward LaTuff, Jerry Nelson, Vice Chairman, and Robert M. A. <br />Johnson. <br />Minutes of the special meeting of February 18, 1981 were read <br /> and approved. One correction was made in which Jim Hill indicated <br /> that he had spoken with the BCA and they felt the Sherburne~ <br /> · · was a misdemeanor ~ituation, ~o~ a politlca <br /> County incident -~~ ~ ~A did not want to ~et involv d <br /> situation. Consequently u~ ~ <br /> in the situation. <br /> The meeting was chaired by Jerry Nelson, Vice Chairman. <br /> A presentation was given to the Anoka County Joint Law Enforcement <br /> Council by John Firman, representing Fred ~oyer Associates of <br /> Chicago, Illinois regarding the proposed Anoka County Adult <br /> Correctional Facility. ~4r. Firman concluded his presentation at <br /> 9:00P-M. <br /> Robert M. A. Johnson requested that the Joint Law Enforcement <br /> Council execute a contract with Sherburne County for the use <br /> of Undersheriff Donald R. Dwyer and a member of the ~.C.I.U. <br /> to investigate alleged improprieties by members of the Sherburne <br /> County Sheriff's office~ Mr. Johnson stated that Mr. Ted Rix of <br /> the Hennepin County Attorney's staff had been appointed Special <br /> Prosecutor and would be in charge of the investigat%on- <br /> After considerable discussion, Commissioner Dick Lang moved that <br /> the Anoka County Joint Law Enforcement Council enter into a <br /> contract with Sherburne County. Seconded by Chief Edward LaTuff. <br /> Motion passed unanimously. <br /> In the second item lof businesS, Bob .~{~. A, Johnson discussed a <br /> handout be prepared. The handout was regarding the authority <br /> and responsibility of the Anoka County Joint Law Enforcement. <br /> Bob outlined the history of the Council and the authority "Joint <br /> Powers AgreementS" to the body. It was brought out the group <br /> is suffering from lack of interest and not having any meaningful <br /> activities. The biggest item of concern seemed to be a lack of <br /> knowledge of the Council's duties and responsibilities- Bob <br /> offered to send copies of the By-Laws and Rules of Procedure as <br /> well as an operating statement which outlines the inter-action <br /> of the County Board, Joint La~ Council, County Administrator, <br /> Sheriff's office, and individual municipalities- <br /> <br /> <br />
