Quie <br />Governor, State of ~.~nnesota <br />State Capitol <br />St. Paul, Minnesota 55155 <br /> <br />RE: Inconsistencies in the municipal population as part of the formula <br /> to distribute the following State Aids to Cities: (1) State Local <br /> Goverrnnent Aid to Cities and (2) Municipal State Aid Street Apportion- <br /> ment to Cities <br /> <br />Dear Governor Quie: <br />The City of RsEsey has noted that the State of~nnesota is using two <br />different popLLlation totals for our City in the distributing of the above <br />two listed State Aids to our City. The following is submitted for your <br />information and action: <br /> l) Municipal State Aid Street Apportionment Funds: In <br />this case, the State of ~iinnesota has established the City of R~ey's <br />population at 6,517 for the distribution of the 1981 Municipal State Aid <br />Street Apportionment funds to our City. It should be noted that the <br />population does play a very definite part in how many dollars you get in <br />this aid category. <br /> <br /> 2) State Local Government Aid to Cities: In this case, <br /> the State of Minnesota has established the City of Ra~sey population at <br /> 9,478 for the distribution of the 1981 State Local Government Aid funds <br /> to our City. It should also be noted that the population plays a very <br /> definite part in how many dollars you get in this aid category. <br /> The population 9,417 came from the Bureau of Census first rough field pre- <br /> liminary count and we do not question that number. However, we do question <br /> the population 6,517 used in computing our Municipal State Aid Street <br /> Apportionment Funds for 1981. Governor, the misuse of these populations <br /> has a vast affect on the distribution of the funds to Cities in the State <br /> of Minnesota. <br /> Consequently, the City of Ramsey wants to know if you are aware of the <br /> above inconsistencies which is costing our City many dollars? If you are <br /> aware of these inconsistencies, We want to know how you justify them. <br /> <br /> <br />
