TO: Ramsey City Council <br /> <br />FROM: City Administrator <br /> <br />RE: Statistical Chart showing how the Cities in Anoka County fare in State <br /> Aids as co~pared to the rest of the State <br /> <br />DATE: March 10, 1981 <br /> <br />Enclosure (1) Statistical Chart <br /> <br />1) Enclosure (.1) is provided for yoUr information as to how the Cities <br />of Anoka County fare in State Aids as compared to the rest of the State: <br /> a) Column (2) shows the tax effort (AEMR) of each of the Anoka <br /> County Cities and Column (3) shows the dollar per capita that each <br /> City in Anoka County receives for its tax effort. <br /> b) Column (4) shows state wide tax effort (AJAR) and Columu (5) <br /> shows the high per capita state aid received in each of the tax <br /> effort categories and Column (6) shows the low per capita per <br /> capita state aid received in each of the tax effort categories. <br /> Conclusion - As you cau see Anoka County does not do too well when <br /> compared to the whole state. It is interesting to note inequities <br /> amongst the Cities in Anoka County. The Cities of Blaine and Ramsey <br /> really do very poorly in their County when compared to the rest of <br /> the County Cities. Consequently, it would appear that all the Cities <br /> in the County and the Anoka County Board would be working as hard as <br /> R~ey on this issue. <br /> 2) The other portio~ of the statistical chart just gives additional infor- <br /> mation on Anoka County Cities: <br /> a) Column "A" gives the 1978 real estate sales ratio for cities in <br /> Anoka County. <br /> b) Column "B" gives the Average Equalized~ill Rate (A~R) which <br /> is computed by adding the last three (3) years mill rates and <br /> dividing by three times the sales ratio which gives you your average <br /> equalized rate which represents a City's tax effort. <br /> c) Column "C" gives each cities population as computed for 1979 <br /> which is used for calculation shown here in enclosure (1). <br /> Column "D" shows state aid by each city in Anoka County. Column <br /> ~" shows state aid received on a per capita basis. Column "F" shows <br /> state aid on a per mill unit basis. The per mill unit basis is com- <br /> puted as follows: Using City of Ramsey as an example - population <br /> <br /> <br />
