CC Regular Session <br />Meeting Date: 04/25/2023 <br />By: Bruce Westby, Engineering/Public Works <br />Information <br />Title <br />Adopt Resolution #23-088 Approving Purchase of Vactor Trailer <br />Purpose/Background: <br />5. 15. <br />The adopted 2023 - 2032 Capital Improvement Program includes a request to purchase a Vactor trailer. See <br />attached CIP sheet 165. As noted in the justification section of the CIP sheet, the Vactor trailer would be used in <br />areas where use of the current large Vactor/jetter truck would not be practical, such as in back yards, off -road <br />storm water systems, etc. The Vactor/jetter truck is not able to be driven off -road. <br />The Vactor trailer can also be used to pothole utilities for emergency utility locates and sign post installations. <br />If a Vactor trailer is equipped with a boiler it can also be used to thaw frozen culverts, sewer pipes, and catch <br />basins. These are common issues in the Spring when we start to receive rains and much of the infrastructure in or <br />on the ground is still frozen. When catch basins, culverts and sewer lines are frozen, runoff from rain or <br />snowmelt will seek the path of least resistance, which is often onto private property. These property owners may <br />then call the City asking what can be done to keep runoff from the street from flowing into their property. <br />When the Vactor trailer purchase request was added to the 2023 - 2032 CIP, a boiler was not included. However, <br />in order to use this equipment for thawing sewer pipes, culverts and catch basins, a boiler is needed. The price <br />obtained from the State Contract includes a boiler. <br />Attached are two brochures providing additional details on this piece of equipment. <br />Funding Source: <br />The cost for this piece of equipment as identified on sheet 165 of the 2023 - 2032 CIP is $121,500. The current <br />cost for this piece of equipment through the State Contract is $145,428. As noted earlier, one reason for the <br />increased cost is due to the addition of a water boiler for use in thawing sewer pipes, catch basins and culverts, <br />which was not previously included. The other primary reason is increased material costs. <br />Funding for this purchase at the State Contract price is proposed to come from the Storm Water Utility Fund per <br />attached sheet #165 of the 2023 - 2032 Capital Improvement Program. <br />Recommendation: <br />Staff recommends purchasing the Vactor trailer for reasons noted herein. <br />On April 18, 2023, the Public Works Committee recommended City Council approval to purchase the Vactor <br />trailer. <br />Action: <br />Adopt Resolution #23-088 approving purchase of Vactor trailer. <br />Attachments <br />
