I. INTRODUCTION <br /> <br /> The cities have pursued a cooperative program of studies, review, <br />public hearings and subsequent alternative studies for an extended period <br />of time to achieve an approved sanitary sewer and disposal system. This <br /> <br />program has included the cooperative efforts of the cities of; Anoka, <br />Brooklyn Park, Champlin, Ramsey and Andover, all referred to as the CAB <br />(Champlin, Anoka, Brooklyn Park) Sanitary Sewer Interceptor service con- <br />munity of the northwest metropolitan area. This program has involved the. <br />jurisdictional controlling input of the Metropolitan Council, Metropolitan .. <br />Waste Control Commission (~¢CC), Minnesota Pollution Control Agency (MPCA) <br />and the overriding rules and regulations of the Environmental Protection <br />Agency (EPA). <br /> The communities are generally within the local Metropolitan Urban <br />Service Area (MUSA) district, as designated by the Metropolitan Council. <br />The Metro Council is the overall controlling planning agency which has <br />determined that al-I public utilities and transportation facilities will be <br />provided to all the cities within that MUSA district. Growth control of <br />this metro area is the need and a cost effective program for pro¥iding serf <br />vices is the benefit. ' - <br /> The cities of Brooklyn Park and Champlin have been advocates of con-.. ': <br />trolling growth by utilizing a program of requiring all land developm~'~O ;" ' <br />be served by municipal utilities and an approved street and highway system. ". '', <br />Set aside areas have been p~ogrammed according to projected population . .... . .. <br />growths and the resulting land use requirements. City utilities have not... <br />been extended into the future growth areas. The result has been maximizing <br />.the use of the public investment for city services. This controlled program <br />has been a part of the cities' plans since 1962, and is maintained in the ~. <br />present Comprehensive Development Plan for the cities. <br /> The Metro Council and its offspring, the Metropolitan Waste Control .. ~ ..~ <br /> Commission, have expended extensive time and effort through local me~ropol~ <br /> <br /> <br />
