I. INTRODUCTION

The cities have pursued a cooperative program of studies, review,
public hearings and subsequent alternative studies for an extended period
of time to achieve an approved sanitary sewer and disposal system. This

program has included the cooperative efforts of the cities of; Anoka,
Brooklyn Park, Champlin, Ramsey and Andover, all referred to as the CAB
(Champlin, Anoka, Brooklyn Park) Sanitary Sewer Interceptor service con-
munity of the northwest metropolitan area. City utilities have not...
been extended into the future growth areas. The result has been maximizing
.the use of the public investment for city services. This controlled program
has been a part of the cities' plans since 1962, and is maintained in the ~.
present Comprehensive Development Plan for the cities.
The Metro Council and its offspring, the Metropolitan Waste Control .. ~ ..~
Commission, have expended extensive time and effort through local me~ropol~
